Washington Legal Overview: Tri-Cities The Tri-Cities metropolitan area in Washington State is defined by the Census Bureau as covering Benton and Franklin counties. It is also known as the Kennewick-Pasco-Richland, WA MSA. The Benton and Franklin Counties Superior Court serve both counties as the main trial court with general jurisdiction over all civil and criminal cases. It has two locations, one each in Prosser and Pasco. Prosser is the county seat for Benton County, while Pasco is the county seat for Franklin County.

Trending Legal Topics: Pasco also has a municipal court which handles misdemeanors, city code violations, and traffic infractions. The Pasco Municipal Court does not have jurisdiction over civil cases or small claims. Appeals against district and municipal court verdicts must be filed with the superior court. The superior court’s appeals will in turn go to Division III of the Washington State Court of Appeals, located in Spokane. Federal cases must be filed with the Richland Division of the U.S. District Court for the Eastern District of Washington.
