Virginia Legal Overview: Charlottesville The Charlottesville metropolitan area in Virginia is defined by the Census Bureau as covering the independent city of Charlottesville, along with Albemarle, Fluvanna, Greene and Nelson counties. Except for Nelson County, the other three counties and Charlottesville all come under the 16th Judicial Circuit and 16th Judicial District. Nelson County comes under the 24th Judicial Circuit and 24th Judicial District. The circuit courts are the main trial courts with general jurisdiction over civil and criminal cases filed in the city.
