Utah Legal Overview: Provo-Orem The Provo–Orem metropolitan area in Utah is defined by the Census Bureau as covering Juab and Utah counties. Both counties come under the 4th Judicial District, with the district courts as the main trial courts with general jurisdiction. Utah County has four district courts, with one each in Provo, American Fork, Salem and Spanish Fork. Juab County has one district court located in Nephi. Each county also has juvenile courts and limited jurisdiction justice courts.
