Virginia Legal Overview: Roanoke The Roanoke metropolitan area in Virginia is defined by the Census Bureau as covering four counties and two independent cities. Apart from the cities of Roanoke and Salem, the Roanoke, VA MSA also includes Botetourt, Craig, Franklin and Roanoke counties. Roanoke County and the cities of Roanoke and Salem all come under the 23rd Judicial Circuit and 23rd Judicial District. The circuit courts are the main trial courts with general jurisdiction. General district courts have limited jurisdiction over misdemeanors and civil cases not exceeding $15,000.
