Virginia Legal Overview: Lynchburg The Lynchburg metropolitan area in Virginia is defined by the Census Bureau as covering two cities and four counties. Apart from the independent cities of Lynchburg and Bedford, the Lynchburg, VA MSA also includes Amherst, Appomattox, Bedford and Campbell counties. Both Lynchburg and Bedford come under the 24th Judicial Circuit and 24th Judicial District, and so do Amherst, Bedford and Campbell counties. Only Appomattox County comes under the 10th Judicial Circuit and 10th Judicial District.
