Virginia Legal Overview: Blacksburg The Blacksburg metropolitan area in Virginia is also known as the Blacksburg–Christiansburg–Radford, VA MSA. The Census Bureau defines it as covering Giles, Montgomery and Pulaski counties, along with the independent city of Radford. All four come under the 27th Judicial Circuit and 27th Judicial District. The circuit courts in each county are the main trial courts with general jurisdiction. Each county and Radford are also served by the general district and JDR (juvenile and domestic relations) district courts.
